GENERAL BUSINESS 5.1 Summer Ice Time Schedule Due to the demand for summer ice reaching its highest level in more than 10 years, staff requested the Arena Commission (Commission) review and provide direction on summer ice requests, potential schedule adjustments for the Summer 2026 ice season and associated tradeoffs balancing resident participation, program stability and arena revenue. There has been a change in coaching. The Base had been working with the girls’ program for several years and now the high school coach will be taking that over. As part of the ice allocation policy, we look at reallocating ice time when we have a change in coaches. The discussion focused primarily on accommodating the girls’ program, camps operated by The Base, and a smaller community camp operated by Ryan Johnson. The Commission desires to balance community- based programming with outside camps. Commission members expressed concern about reducing opportunities for Rogers-based participants to accommodate additional hours for camps that include a larger percentage of non-Rogers players. It was also emphasized that while the Commission must consider community programming, the financial impact of ice rentals must also be considered. The following points were noted: Girls’ Hockey Program (Dan Ritter) • Requested ice time is consistent with historical allocations under former girls’ coach and not an expansion of time. This time is intended to support Girls High School STP (Summer Training Program) and girl’s youth development camps (12U, 15U, 10U) The Base Hockey Camps (Dave’s Program) • Submitted formal request for expanded ice time to grow camps. Page 3 of 52 • Approximately 96 players were currently registered for Base camps at the Rogers facility, with roughly 70 percent of participants being Rogers Youth Hockey players Ryan Johnson’s Camp • Bauer noted that Johnson originally began renting the ice when it was unused and has continued the program consistently. • This program largely serves Rogers players and is not operated for profit. Consensus: • Dan Ritter should be granted the ice time necessary to operate the girls’ STP and youth girls camps consistent with historical scheduling patterns and that the girls’ program should receive equitable access as the boys’ program. • Regarding the remaining daytime hours, members expressed interest in preserving at least two hours of weekly ice time for Ryan Johnson’s camp before 4:00 p.m. to provide consistent schedule for his camp, while allowing arena staff flexibility to adjust the exact time slots if needed to accommodate other programming. • Staff should work with The Base to finalize the remaining schedule around those priorities. • High ice demand reduces financial risk for the arena, but allocation decisions could impact long- term user relationships. • Additional discussion addressed potential long-term scheduling implications, including maintaining flexibility should future coaching changes occur. Members noted that current decisions should not limit options for future high school programs. 5.2 Rogers Royals Faceoff Booster Club (RRFOBC) Wi-Fi Discussion RRFOBC has requested that the City explore improvements to Wi-Fi access in the High School team and coaches’ room to assist with team communication and operational needs during games and for video review. Existing wireless infrastructure primarily supports public/common areas and City operational needs, resulting in limited and inconsistent connectivity in Rogers High School team spaces. During high- attendance events such as high school games, many spectators’ devices automatically connect to the public Wi-Fi network, which significantly reduces available bandwidth and makes the connection unreliable. In 2016 the Booster Club, working through the City of Rogers, purchased a router to provide a private Wi- Fi connection for the locker room and team room spaces. The equipment is now outdated and no longer functioning properly, prompting a review of replacement options and network capacity. Visitor and coaches cellular service is currently more reliable in certain areas than arena Wi-Fi. After consultation with the City’s IS Department, it was determined the issue was twofold: limited wireless coverage in the locker room and coaching areas, and overall bandwidth limitations on the city’s shared internet service provider. The city’s internet service is designed primarily for municipal operations such as email and file transfers, with speeds typically between 10 and 20 Mbps IS Staff recommended three potential solutions: • install two new wireless access points to improve signal coverage in the locker room and coaches’ office areas at an estimated cost of approximately $1,500 plus cabling costs, work done by City staff of approximately $500 • install a single access point for approximately $780 to improve coverage in that portion of the building Page 4 of 52 • Third option discussed was for the Booster Club to obtain its own internet service provider connection, which would provide greater bandwidth for activities such as video streaming and film review. Discussion clarified that the existing issue involves both signal coverage and network bandwidth. Installing additional access points would improve the ability to connect to the network in the locker room and coaching spaces but would not increase the speed of the city’s shared internet connection. Because the previous router operated with a separate password provided to coaches, it effectively limited access to the high school program. Commissioners discussed whether future equipment should remain private or be integrated into the building’s public network. Reliable Wi-Fi is increasingly important for coaching operations. Coaches rely on internet access to upload game films, review videos with athletes, and manage statistics. Commission members discussed whether providing improved Wi-Fi coverage should be considered a city facility improvement rather than a Booster Club responsibility. Some noted that organizations renting ice time contribute significant revenue to the facility and should reasonably expect working internet access. However, staff emphasized that improving coverage alone would not resolve the citywide bandwidth limitations. After discussion, there was general agreement to begin with a modest improvement to test the impact. Staff will pursue installation of a single additional access point as part of the public network to improve connectivity in the locker room and coaches’ office areas. This approach will allow the city to evaluate whether coverage improvements sufficiently address basic access needs. If bandwidth limitations continue to affect coaching operations, the Booster Club may explore obtaining its own internet service provider connection in the future. 5.3 Expansion Discussion Staff reported that the Request for Qualifications (RFQ) for subcontractors had been issued. Submissions are due within two days. There has been ongoing coordination with the project architect regarding the RYHA area. Additionally, staff are working to schedule a meeting with the school district’s business director to discuss related coordination items. The project schedule and the timeline remain on track. Bids are expected to be received in early February, with an online bid opening anticipated around February 3. The target is to bring the project to the City Council for formal approval at the February 17th City Council Meeting. Based on the current schedule, the anticipated project completion date is September 27, which would allow the facility improvements to be finished just in time for the start of hockey tryouts. Commissioners expressed appreciation for the work being done to move the project forward and noted the positive progress toward construction. The City was awarded a Mighty Ducks grant in the amount of $250,000. However, the project was not selected for the Hennepin County Youth Sports grant of $300,000. Staff indicated this outcome was not unexpected, noting that it is common to receive one of the two grants but not both. 6. OTHER BUSINESS None. 7. CORRESPONDENCE AND REPORTS 7.1 Staff Report Reviewed. Highlights: Staff Report Page 5 of 52 • Temporary naming right signage is going up in the TruStone Center this week, Naming rights for Rink 1 are delayed until the sponsor closes on their property this spring. • An early replacement of the arena’s ice resurfacer (Zamboni) was approved by Council in December. Through an aggressive trade-in-value and a manufacturer discount the net cost to the City is approximately $15,000 plus transportation. Funds will come from the Activity Center Capital Reserve Fund. • The dehumidification/heat exchanger was replaced in early December. A claim has been submitted to the insurance company for payment. Partner Updates Rogers Royals Face Off Booster Club A shared spreadsheet has been created and distributed to the Arena Commission and the Booster Club Board to track players currently on the wall as well as those who may be eligible in the future. The spreadsheet shows those nominated for junior or college display consideration, and future potential nominees. Two girls previously approved for the alumni wall have not yet been installed Five additional athletes, when approved will be added to the alumni wall. At the end of the current season, all five nominees meet or will meet the guidelines that players should complete at least one year of college hockey before being placed on the wall. The girls’ program is in a rebuilding phase but continues to compete well and has seen encouraging performances from younger players. The boys’ team will participate in the preview weekend of Hockey Day Minnesota in Hastings on January 17. Also, the annual Hockey Fights Cancer event in partnership with the Rogers Youth Hockey Association event is scheduled. Rogers Youth Hockey Association The overall Youth Hockey team performance has been below the level the organization typically expects, describing the current year as a down cycle. The organization plans to review development strategies during the off season. The girls’ in-house program has been performing competitively. Feedback from participants has been positive, and the program continues to grow. However, limited ice availability remains an ongoing challenge, particularly during the busy winter season, and the organization continues to explore ways to maximize practice opportunities and ice time. 8. The intent is to review current constraints, consider options that align with existing policies, and gather Commission direction before the new rink project is completed in 2027. High School Banner Space: End Wall Constraints Issue: High School banner space on the end wall is currently limited. With the development of the new rink, and in response to the Booster Club’s request, staff would like to explore options to expand or redesign this space. Relevant Policy: The Banner Guidelines require High School banners to maintain consistent material, design, and dimensions with current banners.1 Discussion Questions: • Should the Commission consider a redesign of the end wall to increase display capacity? • Should we explore relocating or consolidating banner formats? • Do banner standards need updating with the new rink layout? Requested Commission Action: Provide direction on preferred alternatives for expanded or redesigned High School banner space. Alumni Wall: Frame Availability & Future Design Issue: Staff reports that the inventory of frames used for individual alumni recognition photos is depleted. Staff can purchase additional frames, but is seeking Commission guidance, especially given the Booster Club’s interest in whether to continue with the existing system or explore new recognition formats. Relevant Policy: The Player Recognition Policy outlines criteria for individual recognition, the use of 8"x10" framed photos, and annual approval by the Arena Page 7 of 52Commission. Discussion Questions: • Should additional frames be purchased to continue the current format? • Does the Commission or Booster Club wish to redesign or update the alumni display? • Are there space or long-term display considerations that should shape redesign decisions? Staff Report July 2026 Page 44 of 52 STAFF REPORT Arena & Activity Room Operations Operations Supervisor Goodrich and Director Bauer have been busy prepping for upcoming rentals and community events. They finalized the setup plan for an event with roughly 150 attendees in May. Staff scheduling, equipment layout, and guest flow have all been mapped out to ensure smooth operations. Alcohol Policy Update for the Activity Room Staff are recommending that we remove alcohol as an option for rentals in the Activity Room going forward. Under the current rule, alcohol may be served only when: • The renter uses a caterer with a State of Minnesota Caterer’s License with Alcohol, • The caterer meets all required insurance, and • There are no high school events happening in the Fieldhouse at the same time. Staff reports that only 1-2 events per year meet these criteria, and those events are typically better suited for the 21st Century Bank Event Center. Renters also commonly misunderstand the rules, assuming a licensed bartender is sufficient when it isn’t. Additionally, most caterers prefer serving larger groups than the Activity Room can host. During the most recent alcohol-approved rental last winter, several attendees repeatedly brought alcohol out into the arena during youth games, creating supervision and compliance issues. Given these challenges, the staff recommends discontinuing alcohol availability in the Activity Room. Ice Arena Events We were fortunate to host our first regional tournament since 2020 w ith the U15A division. Teams from across the state traveled in, and the event drew so much interest that several local restaurants called us asking for the full game schedule so they could prepare for the extra traffic. A great showcase of both our facility and the community support around it. These enhancements play a big role in tying the entire complex together, reinforcing its identity as a city facility.
